Scottish Water launches £800m framework for advanced ceramic membrane water treatment projects

Scottish Water is inviting contractors to bid on a major framework contract valued between £500 million and £800 million, aimed at advancing its ceramic membrane capital investment programme. Announced on 1 November, this procurement effort will support Scottish Water’s latest water filtration initiatives.

The framework, expected to appoint up to five contractors, will span from 2025 to 2033, with an option to extend until 2039. Key tasks for contractors in the initial phase include construction, commissioning, and project handover.

According to the contract notice, selected partners will need expertise across these areas or a clear plan to develop the necessary skills. The framework mandates that contractors demonstrate the capability to operate throughout Scotland and fulfill both principal contractor and principal designer roles.

One of the first projects is the Turriff Ceramic Membrane Water Treatment Works in Aberdeenshire, which has already been designed and is awaiting construction. Additional facilities are expected to follow, with successful contractors overseeing both design and construction.

Ceramic membrane technology, known for its longevity and thermal stability, is increasingly favored in water treatment despite higher initial costs compared to polymer alternatives.

Contractors interested in participating must submit their tenders by midday on 13 December.
